Despite being broken, not having enough medicine, personal and having more than 8 thousand million of pesos on unsolved accounts, the organisation made a conract for 155 million of pesos to rent luxury cars during six months, as early as 2018.
The contract was made directly to the firm "Integra Arrenda, S.A. de C.V." SOFOM E. N. R. includes renting 264 units, last year's in brands as Jeep Grand Cherokee Limited; Jetta Triptronic (automatic), Pick-up truck double cab from the Mitsubishi brand, Van trucks for 15 passengers, last year's; Trucks Ecosporto, Trend At and other units from the brands: Hyundai, Elantra GLS, Premium TA, year 2018.
The made contract does not specifies the given destiny of the units nor the ISEM says what's the purpose of having luxury cars.

A deep investigation from "TheObserverMex" published in three parts in las July and October, documented the disappearance of the resources from the "Seguro Popular" on the exercise from 2017, when the elections to renew the state government happened.
