During the electoral process of 2018 a supplier of the Instituto Electoral del Estado de México (IEEM), won a contest to give in 100 thousand bags, to be distributed as a part of the promotion packages of the vote. However, number one, they must not pollute, and number two, they must be given in on six days. The only viable solution was to import resources from China and to pretty up the ecological bags on different workshops, simultaneously.

Whilst this little enterprise achieve its objective, the person in charge saw a space on the market which has been explored previously, being opened, after observing the plastic bags were killing the environment and had flooded all, even minimal, human activities, harmfully. That is why, on the first opened cabildo of Toluca, Alberto Moreno, the expert on bags, proposed to the government an ambitious project. Which connects the need to change plastic bags, which are used by hundreds on the capital; with the prohibition to give them, free on local business and with the need the young people have to find a job.

A few understood him, and a lot were confused but on his rushed 5-minute exposition, he managed to catch the curiosity of the mayor Juan Rodolfo Sánchez Gómez and a couple of councillors.
