The LX Local Legislature began its fourth regular session with a lag of more than 300 initiatives without ruling. Among them, there are Equal Marriage, legal abortion, requests for debt of the executive and reduction of resources to political parties, among others.
During the inauguration of the period and positions setting, the president of the PRD's bench, Omar Ortega, was the one who put the “finger on the sore”. This happened when he revealed that in a year of activities of the current Local Legislature, they presented about 600 initiatives, but only 226 were approved, and only 26 of those approved are from parliamentary groups, town halls or municipalities.
He also revealed that according to the "legislative regime," 300 that remained in the inkwell were about to "preclude today," he said. It should be noted that, the Organic Law of the Legislative Power indicates that at the conclusion of “each legislative year”, all initiatives that were not ruled out should “preclude”, although they may be presented later.
Textually, Article 84 states: At the end of each year of the constitutional exercise of the legislature, all matters pending an opinion will prevail, and may be presented again as new initiatives.
